Ragasa pushes across China's southern coast toward Vietnam after causing flooding

The much weaker Tropical Storm Ragasa pushed west along the southern Chinese coast toward Vietnam after flooding streets and homes and knocking out power in the economic hub of Guangdong province and causing deaths in Taiwan and the Philippines
